Question
A person has a substantial amount of money in a provident fund. The fund is compulsory. For Zakaat purposes should he take into account the amount he has in the provident fund. He has no access to the funds.
Answer
The money in the provident fund does not belong to the person if the fund is a compulsory one. He will become the owner of the money only the day he is given access to the funds. As long as he has no access to the funds, it will not be taken into account for calculating Zakaat.
