Inform your sister that she can daily get the thawaab of a Hajj and Umrah by performing 4 raka‟ts Ishraaq. It is not at all permissible to go for Nafl Umrah in this era of so much fitnah and fasaad. She should use her money constructively to build up capital for the Aakhirat. She should contribute the money as Sadqah for the suffering Muslims of Palestine and elsewhere. It is not permissible for you to aid her in sin.
