Question

Is it permissible for the seller of the animals to retain the skins, offal, liver, etc. This condition is made or understood when the animal is sold.

Answer

The seller may not withhold the skin, offal (internal organs), liver, etc. without the consent of the customers. If the customers give these items to him of their own free will, then it will be permissible. However, stipulating it as a condition renders the sale invalid.
